Legislative Updates

The New York State Society for Clinical Social Work, Inc. (NYSSCSW) was founded in 1968 to address the need for legal recognition of social work clinicians practicing in all settings including private practice. The mission of the legislative committee included developing and passing scope of practice licensing and insurance reimbursement for mental health services. Among the notable achievements of the legislative committee was the successful state legislative efforts to increase access to clinical social work mental health services through various public and private insurance systems. Also, the committee initiated a licensing effort in 1985 which in 2002 New York State enacted, establishing the LCSW as well as the LMSW.

Memorandum in Opposition: S.6431 (Brouk) / A.7405 (Bronson)

AN ACT to amend the education law, in relation to extending certain exemptions for persons employed as mental health practitioners, psychologists and social workers. NYSSCSW opposes the provisions of S.6431 (Brouk)/A.7405 (Bronson) as contrary to clear Legislative intent. It is discriminatory to provide two tiers of mental health services determined by whether it is a state-funded program or reimbursed through private pay.
